Corporate Governance

RSSB is a not for profit company owned by major industry stakeholders. The company is limited by guarantee and is governed by its Members, a Board and an advisory committee.

Members
There are currently 62 members drawn from six categories of membership including: train operating companies, freight operating companies, infrastructure manager, rolling stock companies, infrastructure contractors and the rest of the supply industry. Advisory Committee
The purpose of the Advisory Committee is to consider RSSB's work and key issues in respect of the functions and activities of the company, and the manner in which they are being addressed by the company. It provides advice on issues of a strategic nature only. Members of the Advisory Committee are representatives from Passenger Focus, the four main railway Trade Unions, the Parliamentary Advisory Council for Transport Safety (PACTS), the Railway Industry Association (RIA), London Underground, Transport Scotland, the Rail Freight Group, the Association of Train Operating Companies (ATOC) and the Passenger Transport Executives.

Board
Our Chairman is Paul Thomas, Director of EHSQ, British Nuclear Fuels (RSSB Independent Non-Executive Director)

Our executive directors are:

  • Len Porter, Chief Executive
  • Anson Jack, Director of policy, research and risk

RSSB's other industry nominated non-executive directors are:

  • Tim Gilbert, Engineering Director of Porterbrook
  • Iain Coucher, Chief Executive of Network Rail
  • Jeremy Candfield, Director General of the Railway Industry Association (RIA).
  • Adrian Shooter, Chairman of Chiltern Railways
  • Keith Heller, Chief Executive, English, Welsh and Scottish Railways Ltd

RSSB's Independent non-executive directors are:

  • Richard Profit, Former Group Director of Safety Regulation for the CAA
  • Alan Emery, Former Global Head of Health, Safety and Environment for Rio Tinto PLC
